Ah je viens de me rendre compte que Sam est celui qui était derrière le projet Dunc Bank qui critique l'initiative Dunk tank qui consistait à payer deux devs Debian pour accélérer la release d'Etch.
Sinon en ayant lu le programme (cela vaut le coup d'aller le lire) je pense qu'on peut le résumer par : plus de dynamisme et de changements dans Debian qui a tendance à stagner :

I don’t think so. I believe we can have the three of them, both in terms of people and of products. The one we’re currently slowly dropping is dynamism, and I want to bring that back without impacting on the other factors. It is challenging, it is hardly a one-man task, and it would be dishonest to pledge that others will do what I suggest. But even if I can’t make you do it, I sure hope I can make you want to do it.
Je ne sais pas quel est le pouvoir réel du DPL et si Sam aura les moyens de mettre en oeuvre ces changements (dont les détails sont dans son programme).
