Moi, ce qui m'interpelle d'avantage, ce sont les nouvelles que l'on peu lire sur la liste de diffusion (voir dernier lien, sorry...)
On peut lire par exemple ceci :

It will be published in the Official Journal soon. 20 days after that, it will become effective, and Member States have to transpose it within two years time.
