Europe has traditionally had a strong policy in favor of open and interoperable systems. However, the EU Copyright proposal of December, 1997, which aims to implement the WIPO (World Intellectual Property Organisation) Copyright Treaty into EU law, threatened this policy and could undermine the EU's plans to develop an innovative and competitive high-tech industry.
Unless Europe achieves a level playing field with the US and other major trading partners, its industries and users will be at a competitive disadvantage, especially because Europe is a very substantial net importer of copyright materials (e.g. software) from the United States.
