Well, without taking up any more space, I would say that if you were also 
experiencing the same problem internally, that we from the outside would 
have many times the problem. I have used every trick I can think of 
sending cards and have beaten every country's problems other than Argentina.
I suppose I'll have to resort to registered mail, but if the QSL ends up in 
the trash anyway, what is the difference? I feel that there are good people 
that keep cards moving, and bad people that steal what they can. As I said 
earlier, a card in country seems to be better than from the outside going 
in.
Poverty seems to drive individuals to do things that normally aren't 
accepted. Envy also drives those same individuals, since hams in many 
countries are seen as the "elite" in the income structure.
Do I have an idea of how to correct this situation? Other than a secure 
routing from something as I had described earlier, with cards going in 
monitored by a trusted person, and being sent out in a return guised form, 
maybe nothing else would work. I'm going to try once more with air mail 
going in, with no return address, in a secured envelope. I'll have to see 
after that.
