Thank you very much for your input.
OK about the Y2-Y9 cards that WE have. No problems. Deleted country credits 
and so on. Also OK about the DL bureau cross references for locating the 
corresponding new calls.
Now, please let me make a better explanation of my second question: the 
problem is the cards that we SEND them. Let's suppose that *today*, a DX 
station (say DX1DX) fills out a card to... let's say Y22XXX. Suppose that 
the card is correctly delivered. Is this DX1DX QSL card of any current use 
for the guy who used to be Y22XXX?
The DX1DX card is confirming a QSO with Y22XXX. Now, Y22XXX is, for 
instance, DL2XXX. Question is: can DL2XXX, nowadays, use that DX1DX card 
and claim for DXCC credit for his new callsign?
