Chad is experiencing a worsening humanitarian crisis, with 40 per cent of the population in need of assistance. In 2025, an estimated 7 million people will require aid due to the combined effects of climate hazards, health emergencies, and regional instability. Flooding has exacerbated food insecurity, placing 3.7 million people at risk of acute food shortages during the lean season.
Malnutrition admissions are at alarming levels with 2.1 million children under 5, pregnant and breastfeeding women at risk. More than 3.6 million people lack access to water and sanitation. Only 15 per cent of health centres are functional.

As of April 2025, more than 740,000 Sudanese refugees and 220,000 Chadian returnees arrived in eastern Chad since the start of the conflict in Sudan two years ago, with more arrivals expected. Southern Chad faces intercommunal violence and insecurity spilling over from neighbouring Central African Republic, that has already displaced nearly 30,000 people within Chad in 2024.

Violence by non-state armed groups in the Lac province, ongoing since 2015, continues to drive displacement – 221,000 people are currently internally displaced and 41,500 returnees have been recorded. The ongoing crisis is straining resources, exacerbating vulnerabilities, and heightening the need for urgent humanitarian interventions.

In 2025, Chad is projected to experience its most severe levels of food insecurity on record. According to the latest Cadre Harmonisé (harmonized framework for Food and Nutrition Security), 3.7 million people will face severe food insecurity during the June-August lean season – a 500 per cent increase compared to 10 years ago when 660,000 people were affected.

The influx of more than one million people from Sudan into eastern Chad, combined with a poor 2024 agricultural season caused by floods that destroyed about 432,200 hectares of crops, has worsened the crisis.

The insecurity situation in the Lac province could push more people from neighbouring countries to seek refuge in Chad. As a result, hundreds of thousands of people, including women and children, may need protection from violence and abuse.

In 2025, more than 7 million people in Chad will require humanitarian assistance. The initial Humanitarian Needs and Response Plan aimed to address the most pressing needs of 5.5 million people across the country. However, announced funding cuts necessitated a re-prioritization exercise. The revised plan now focuses on 2.8 million people, requiring US835ドル.7 million in funding.

The 2025 humanitarian response will prioritize saving lives and preserving dignity, reducing vulnerability through resilience-building and protecting the most vulnerable. The plan will also place emphasis on accountability to affected people.
