Agriculture has played a central role in Japanese tradition and culture and provides many agri-environmental public goods, such as agricultural landscapes, biodiversity, and flood prevention. In 2009, it accounted for 13% of Japan’s total land area (OECD, 2013a), with farms operating across a diverse range of climates. Most agricultural land is located in the Asian monsoonal zone, which is favourable to rice production although annual precipitation varies greatly between regions and seasons. The increasing frequency of extreme events, however, has exacerbated the risk of floods and landslides in many areas (OECD, 2002; 2008; 2010a).Uetake, T.
