On April 4, the the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the Republic of Palau in the State of Koror, for "The Project for Formulating a Master Plan for Fisheries Industry Development", a Technical Cooperation for Development Planning. The signing of RD was made between Chief Representative Aoki Tsunenori of JICA Palau Office and Minister Steven Víctor of the Ministry of Agriculture, Fisheries and the Environment, and was witnessed by H. E. Ambassador Orikasa Hiroyuki and H. E. President Surangel Whipps, Jr.

The Master Plan on the sustainable development of the commercial fisheries industry in Palau, which stimulates local economy through integration with other sectors, is developed.
