The Knowledge Report series presents the author(s)' original ideas on their experience and knowledge in development cooperation. The series aims to provide a forum for those who are involved in JICA projects to share and deepen their knowledge of development. The views expressed in this paper series are those of the author(s) and do not necessarily represent the official positions of either JICA or the JICA Ogata Research Institute. Note that the Knowledge Report series replace the Field Report series that JICA-RI and JICA Ogata Research Institute published up to 2021.
