This is the second and last Announcement of the 10th Workshop on Low-Energy Positron and Positronium Physics (Positron Workshop 99), which will be held during the period from July 28 to 31, 1999 at KEK in Tsukuba, Japan. The Workshop is an official satellite meeting of XXI ICPEAC, which will be held in Sendai, Japan from July 21 to 27, 1999.

Proceedings
Since the proceedings will be published from Elsevier Publications as a topical issue of the Nuclear Instruments and Methods in Physics Research B (NIMB), the participants are not requested to hand in the manuscripts at the workshop. Instead, the deadline is set on October 31, 1999, and the standard refereeing procedure for individual contributions to NIMB follows. The instructions for the preparation of the manuscript are given on the attached sheet.
