Fixes #51

Migrates all pytest configuration from pytest.ini to pyproject.toml and removes the redundant pytest.ini file.

✅ Ran ./scripts/test - all tests pass
✅ Ran ./scripts/lint - no linting issues
✅ Ran ./scripts/format - no formatting issues
