Call for Papers

RATIONALE

Recent years have shown us how the changing political climate and the thrust of emerging technologies have influenced governance as it is today. Governance systems now face significant shocks (Baimenov & Liverakos, 2025). Given the resurgence of populism, the convergence of global polycrises, and rapid technological advancements, public administration stands at a critical crossroads.

The dilemmas and shifts in government foundations, alongside the transformations ushered in by the Fourth Industrial Revolution, place institutions in a state of cautious recalibration. The dynamics of compounding complexities reshape governance systems, decision-making processes, and institutional mandates. In light of these evolving challenges, the need for clear direction becomes imperative to navigate the unpredictable.

As practitioners reassess current systems on top of all these uncertainties, this conference will probe the question, how will public administrators position the discipline against these transformations?

The Philippine Society for Public Administration (PSPA) partners with the Eastern Regional Organization for Public Administration (EROPA) in co-hosting this joint international conference. This landmark collaboration brings together two of the leading institutions in the field of public administration in the Philippines. This historic event will be held at the gateway of Eastern Visayas, Tacloban City. The PSPA and EROPA invite scholars, practitioners, researchers, academics, students, and government and non-government leaders to join us for a thought-provoking discussion on:

“PUBLIC ADMINISTRATION IN THE AGE OF POPULISM, POLYCRISIS, AND TECHNOLOGICAL TRANSFORMATION: DILEMMAS, DYNAMICS, AND DIRECTIONS"

The conference seeks to open meaningful discourse on emerging challenges in governance and explore different critical yet timely topics, including:

Submission Guidelines

Paper Presenters are requested to adhere to the following guidelines:
  • The paper must be relevant to the theme and/or sub-themes of the conference
  • The paper must be written and presented in English
  • A 300-word abstract, together with the biographical sketch of not more than 100 words of the paper presenter/s, must be submitted on or before the deadline
  • Submissions should include the following: (1) author(s) name, title, institutional affiliation, and address; (2) contact information (email and phone); (3) paper title and conference sub-theme; and (4) abstract including references
  • All submissions shall undergo a peer review process
  • The authors of the accepted abstracts will be notified by the organizing committee via email. Once notified, paper presenters are requested to submit the full paper and PowerPoint presentation on or before the set deadline. There should be a cover page with the following information: title of the paper, theme/sub-theme, institution or agency, country, and contact details. Further, full papers should be between 6,000 to 8,000 words following the APA 7th edition citation style
  • Presenters are requested to speak for fifteen (15) minutes to be followed by a 5-minute open forum for each presentation
  • Accepted papers will be published in the conference proceedings and may later on be considered for publication in indexed journals
