摘要 在新时代城市高质量发展的背景下,城市设计的高水平实施至关重要。 2012 年以来,武汉市通过实施性城市设计较好地推进了重点功能区的规划建设。本文从规划评估的视角出发,以武昌滨江商务核心区实施性城市设计为例,重点对规划编制、规划实施两个阶段进行评估和反思,以问题为导向提出实施性城市设计运行机制的优化策略,即应充分发挥城市设计的公共政策属性,强化空间设计和政策设计,以提高城市设计的科学性和可操作性。

Abstract Research on the operational mechanism of implementing urban design from the perspective of planning evaluation under the background of high-quality urban development in the new era, the high-level implementation of urban design is very important. Since 2012, Wuhan has promoted the planning and construction of key functional areas through the implementation of urban design. From the perspective of planning evaluation, this paper takes the practical urban design of Wuchang Riverside Business Core Area as an example, focuses on the evaluation and reflection of the two stages of planning preparation and planning implementation, and puts forward the optimization strategy of the operational mechanism of the practical urban design based on the problem orientation, gives full play to the public policy attribute of urban design, strengthens space design and policy design, so as to provide the scientificity and operability of urban design.
