摘要 城市化发展使城市人口、财富不断聚集,城市功能日趋复杂,同时,伴随着气候变化、自然灾害等外界威胁,城市遭受超设防情景灾害性事件冲击的频率不断增加,而提升城市韧性对此加以应对逐渐成为业界的共识。本文从韧性城市的发展需求出发,探讨了韧性城市的实施路径,包括城市发展思路的转变、分阶段制定建设目标、开展风险评估、构建城市韧性目标与指标体系、国土空间布局响应、城市系统能力提升、智能规划与管理以及多元参与和协同治理等。

Abstract The development of urbanization has brought the accumulation of urban population and wealth, and the increasing complexity of urban functions. Meanwhile, the increasing frequency of city’s suffering from catastrophic events beyond the set-up scenarios is growing with external threats such as climate change and natural disasters. It has gradually become the industry consensus to enhance urban resilience to cope with it. This paper discusses the implementation path of resilient city from the perspective of the development needs, including the change of urban development thinking, phased construction goals, risk assessment, construction of urban resilience objectives and index system, territorial spatial layout response, urban system capacity enhancement, intelligent planning and management, and multiple participation and collaborative governance.
