摘要 随着城镇化步入新阶段,城市更新成为适应城市发展新形势、推动高质量发展的必要抓手。相较于传统房地产开发思维的改造手法,新时期实施城市更新行动应鼓励采用微改造的“绣花”功夫。本文结合广州不同发展阶段的社会经济背景,以代表性的微改造项目为案例,分析微改造行动的演变历程,即经历从物质化环境整治为重点,到注重产业导入和内涵提升,再到强调社区治理的逐步递进,展现“从好到优”“从优到恒”的转变。基于广州的实践经验,总结以微改造为平台推进社区治理创新的思路和要点,探索形成“人民城市人民建,人民城市为人民”的微改造实施路径。

Abstract As urbanization enters a new stage, urban renewal has become a necessary means of implementation to adapt to the new situation of urban development and promote high-quality development. Compared with the traditional real estate transformation method in the past, the implementation of urban renewal emphasizes the method of micro-renovation. Combined with the socio-economic background of different development stages in Guangzhou, taking the representative micro-renovation projects as cases, this paper analyzes the evolution process of micro-renovation, from focusing on material environmental remediation to focusing on industrial introduction and connotation improvement, and then to emphasizing the community governance, showing the transformation of "from good to excellent" and "from excellent to constant". Finally, based on the practical experience of Guangzhou, this paper summarizes the ideas and key points of promoting community governance innovation on the platform of micro-renovation, and explores the implementation path of "people's cities are built by the people, and people's cities are for the people".
