Description
I setup a network bandwidth limit using this section of the manual: http://www.virtualbox.org/manual/ch06.html#network_bandwidth_limit
It will consistently prevent booting when used on a network adapter attached to NAT. It works as-expected on Bridge, Internal, and Host-Only adapters.
Host: Win 7 Pro 64-bit i7 16GB ram multiple guests tested with the same results

Fixed in VBox 4.3.28.
