As refugee support was originally a response to emergency situations, until recently, international organizations, NGOs and other emergency humanitarian aid organizations were mostly in charge. Since JICA’s major role is development, areas that JICA can contribute to were thought to be limited. However, as conflicts are becoming protracted, so are refugee situations, creating new issues that cannot be addressed with emergency aid alone.

This manga also discusses the impacts of JICA’s cooperation to date on the communities receiving refugees and the refugees themselves, along with the significance of Japan’s involvement in supporting protracted refugee situations in Africa.
