The augeas-devel package is provided by the CRB repository so it should
be enabled in advance. Currently CRB repository is enabled in the OS
image used in CI so we don't have to enable it explicitly but we should
not assume that the repo is always enabled.

puppetlabs-stdlib deprecated the existing functions in favor of
the new stdlib:: functions in 9.0.0. The version was released a few
years ago and now we assume we are ready to adopt to the migration.

Create a symlink to handle this transition.
