sure we set the frontend to noninteractive so
we dont get stopped on questions popping up.

Support for nova metadata api via wsgi was added in dependency.
This changes so that we test with running via wsgi.
With nova metadata api running via wsgi it is ssl terminated, also
neutron metadata agent does not support an ipv6 address for the
metadata_host, so we need to configure the neutron metadata agent
to connect via https to the nova metadata api.

This moves back the generic upgrade process
for packages after the repos are added back
to the run_tests.sh script.
Instead if solves the known python-chardet
dependency bug for requests package for RPM
packaging in the repos.pp manifest.
This is because we need to fix that bug when
running the beaker tests.
We need to keep an eye out if we see any
similar bugs in the future now that updates
are now executed for all packages in beaker
tests.

The Ubuntu packages for panko-api now defaults
to installing with Apache and WSGI so it drops
the vhost files in the directory which the apache
module then removes.
We force them as empty and by that we keep idempotency
but we also dont break package upgrades for panko-api
because the dh-apache helper for deb packging fails if
these files are removed.
This is the same as we've done for keystone, sahara etc.

Review [1] added support for bgp-dragent. By default btp_router_id is
set to fact ipaddress. This fact can change between different puppet
runs as new network interfaces can be added, for exmple bg-ex, breaking
idempotency.
This patch sets bgp_router_id to 127.0.0.1 as it can be any ipv4
address.

When running in CI the ceph packages are mirrored
and the official download.ceph.com is not used.
This changes so we apt::pin the proper mirror that
the ceph packages come from, otherwise the ubuntu
cloud-archive ceph packages will be installed instead
of the official ceph ones.

The $DLRN_DEPS_BASE was not properly being evaluated because the string
was in single quotes. This would to a failure if you manually ran the
acceptance tests on a centos7 vm.

If spec helper is available it will run the rake
task that is included in [1] otherwise it will
install metadata-json-lint and run it manually
like the other lint things does.
Only runs if the metadata.json file is available
so should not require any changes in modules if
something is wrong there.

Something changed in the latest Sahara package
for Bionic/rocky. The systemd unit file for
the sahara-api is not installed.
Disabling Sahara for Ubuntu in scenario003 until
this is resolved. See this bug [1].
