Remove implementation to run p-o-i tests in tempest repo
Puppet integration jobs in the tempest repo have not been updated for a while and now these test are being removed[1]. [1] https://review.opendev.org/c/openstack/tempest/+/799921 Change-Id: I92b191fc5b63aaa08c72324ac37adc37e4483e1e
