Goutham Pacha Ravi b643b12377 [CI] Accept Ceph release defaults 
these defaults in devstack-plugin-ceph are okay,
we expect the blocker in squid to have resolved
with the latest container image.
If we need to override jobs to test specific ceph
versions, we should do that against the manila
repo.
