Use devstack's OSCaaS in test jobs

Code Issues Proposed changes

I28e6159944746abe2d320369249b87f1c4b9e24e introduced
OSCaaS and enabling it offers a good amount of speedup
in our test jobs. So lets enable it in the base jobs.
