Magento 2 Front controller reached 100 router match iterations issue

Question

I am not able to access back-end and front end working fine. I have disabled and removed custom modules, but still it's persist. Help me!

My magento version 2.1.6

When I print anything inside the move() method of Router.php of Cms module, It was repeated 100 times.

Some peoples told me to change the sortOrder in the xml file, but it was not fixed

Change the sort order in frontend/di.xml between 31-99. run cache flush and try.
