This adds an experimental configuration sample for dynamically authenticating with certain cloud database providers with a rotating token rather than static credentials.

Don't merge or review this yet, I'm working with a few people to draft this up and it still needs some testing which I need to discuss with the SRE team to setup a lab environment.

Should we close this one?
In any case it would need to be rebased on the current CMS docs file architecture
