Description:
This pull request adds a Jupyter notebook & Readme file demonstrating transfer learning techniques using pre-trained VGG16 and ResNet models. The notebook includes examples of fine-tuning and feature extraction, along with detailed comments and explanations. This will help users understand and implement transfer learning in their projects and see the performance improvements achievable with these advanced neural network techniques.

This PR closes issue #34 .
