When was the first time you experienced this issue and how many times since then? If you haven't already done so, please try the following steps:

I also have had this permanent notification for the passed couple weeks on my Pixel 3a. I cannot clear it and I'm not sure if I can turn it off.

I know I'm responding a few years too late, but just in case you haven't fixed this problem / for any looking up the fix right now. I've found going to the settings of your FitBit app and disabling notifications will fix this issue. If you wish you can unblock them again and it should be gone. Does it come back? Good question I haven't got that far yet. But it definitely did the trick for now, and come to think of it I think my notifications have been blocked for the past 2 years, so it's not a coincidence that when I turn them back on I get the issue.
