For this perticular one, I did the character first, then layed in the underneath layer. I swap this order depending on how I feel. Sometimes it's the fat strokes first. You know the drill, shape's first, details later, but lately I've just kept the fat strokes in mind as I did the character, and then filled in the rest underneath with broad strokes.
