It has been decided that the statement, originally written as prefatory remarks for the June issue of the Atomic Energy Society of Japan (AESJ) journal, is to be published in the May issue as an Emergency Proposal.
With AESJ’s courtesy, consent was given to also publish the Emergency Proposal on our website and was done so on April 13.
