Sorry the second example should have been 
http://ontologies.retailersRus.com/lingo#No where they would explain that this 
uri means number (which might be an id or might be a count)  (01)

Those two "NO"s would be in different namespaces. The chemists would have 
something like http://ontologies.chemists.org/elements#No and somebody else 
would have the http://ontologies.somebodyelse.com/arguments#No they are 
different uris that refer to different things and only coincidently have the 
same fragment (the "No" bit)  (03)
