I didn't see the documentation but I suspect it said something like:
kill -1 `ps -ax | grep dhcpd | grep -v grep | cut -c1-5`
First of all your ' should be `; second there is no kill
and finally you can't be sure (without grep -v grep)
that you won't just kill the grep.
Also doesn't dhcpd save a PID in /var/run/dhcpd.pid? I don't know
because I don't use it.
