Instructions to the Government of the Russian Federation with the participation of Delovaya Rossiya concern the improvement of taxation mechanism for individuals who are not tax residents of the Russian Federation; the use of land plots required for the implementation of priority infrastructure modernisation and expansion projects in the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporozhye and Kherson regions; amendments to legislation of the Russian Federation to improve taxation of legal entities and individual entrepreneurs providing catering services; and the possibility of simplifying rezoning of land required for the establishment of viticulture and winemaking enterprises and rural tourism infrastructure by winemakers.
The Government of the Russian Federation, with the participation of Delovaya Rossiya, has also been instructed to consider proposals from leading business associations regarding the procedure for approving transactions (operations) as a result of which individuals from unfriendly foreign states acquire title to, possession or use of, real estate for conducting business in Russia, the right to directly or indirectly dispose of shares (equity stakes) in business entities, or other rights allowing them to direct the management of economic entities and/or the terms of their business activities.
Instructions to the Government of the Russian Federation jointly with Delovaya Rossiya pertain, in particular, to analysing the practice of applying the federal investment tax deduction and adjusting its parameters; improving the mechanism of the cluster investment platform in terms of enabling the financing of work to create new products, including pharmaceuticals, with innovative characteristics; interaction between employment services and employers in supporting persons with disabilities during their employment and adaptation period in new workplaces and increasing the effectiveness of measures to assist the employment of individuals with disabilities, including measures to retain them in jobs; and adoption additional measures to incentivise employers to hire people with disabilities.
A number of instructions to the Government of the Russian Federation jointly with the Bank of Russia pertain to technology companies that implement projects meeting the criteria (taxonomy) of technological sovereignty projects, particularly concerning incentives for professional securities market participants to purchase securities of such technology companies.
The instructions to the Government of the Russian Federation jointly with DOM.RF include, in particular, adjusting the parameters of the preferential lending programme for projects aimed at preserving cultural heritage sites of the peoples of the Russian Federation and drawing them into economic circulation; reducing the duration of the investment and construction cycle for such sites which are in poor condition; and optimising the budgeted cost of work to preserve cultural heritage sites of the peoples of the Russian Federation.
