Description
Returns the children transformation matrix.
The AbsoluteMatrix is calculated as:
AbsoluteMatrix = (LocalMatrix * Parent.GetChildrenMatrix) * Parent.AbsoluteMatrix
TScaledLayout overrides GetChildrenMatrix to prescale layout contents.
