The Ministry of Economy, Trade and Industry (METI), the Japan External Trade Organization (JETRO), and industry players including the Japan Chamber of Commerce and Industry (JCCI) (hereinafter referred to as "the organizations") released an "ASEAN-Japan Economic Co-Creation Vision" (hereinafter referred to as the "vision").

Along with this, they formulated a "Future Design and Action Plan" (hereinafter referred to as the "action plan") that describes measures to be taken by the governments of ASEAN Member States and Japan to realize the vision.

At the AEM-METI Consultations held on August 22, 2023, participating ministers welcomed the vision and agreed on the action plan.

1. Outline

Commemorating the 50th year of ASEAN-Japan friendship and cooperation in 2023, the organizations launched a review committee to formulate an "ASEAN-Japan Economic Co-Creation Vision" that charts the future and presents the future directions of ASEAN-Japan co-creation in this new era. Since then, the committee has held a series of discussions.

Even after the release of the "Interim Report" on the vision on June 5, 2023, the organizations continued to hold interviews with leading companies, experts, and other stakeholders in Japan and ASEAN Member States in a variety of fields, while examining the results of related events and surveys that were conducted by industry players and other stakeholders in ASEAN Member States and Japan. Based on the results of these efforts and those of the discussions by the committee, the organizations hereby release the vision.

In addition, ASEAN Member States and Japan created a Future Design and Action Plan that describes measures to be taken for the future of ASEAN and Japan to realize the vision.

At the AEM-METI Consultations held on August 22, 2023, Mr. Nakatani Shinichi, State Minister of Economy, Trade and Industry, explained the vision and the action plan. Participating economic ministers in ASEAN economies welcomed the vision and agreed with the action plan.

The public and private sectors in ASEAN Member States and Japan will work together with the governments to implement the action plan and to realize a new economic relationship shown in the vision through concentrated efforts.

Key statement of the vision

Japan and ASEAN will "realize a secure, prosperous and free economy and society through fair and mutually beneficial economic cocreation, based on the trust established over the past 50 years."

Four pillars of action to realize the vision:

  1. Achieving sustainability that strikes a balance between diversity and inclusiveness
  2. Promoting open innovation across borders
  3. Strengthening cyber and physical connectivity
  4. Building an ecosystem for co-creating vigorous human capital

3. Overview of the action plan

Examples of the measures described in the action plan are as follows.

  • Digital technology for upgrading supply chains
  • Trade digitalization in ASEAN

[ii] Building an ecosystem for co-creation of dynamic human capital

  • Building a network of young Japanese and ASEAN business leaders
  • Promoting the circulation of human resources through endowed courses, overseas internship programs, job fairs, etc.

[iii] Promoting open innovation beyond borders

  • Promoting business collaboration between companies in Japan and ASEAN
  • Establishing high quality IP services
  • Supporting overseas companies that intend to enter Japanese markets

[iv] Achieving sustainability that strikes a balance between diversity and inclusiveness

  • Realizing the Asia Zero Emission Community concept through the promotion of the Asia Energy Transition Initiative (AETI)
  • Cooperation for the achievement of a circular economy in Japan and ASEAN
