The Ministry of Economy, Trade and Industry (METI), the Japan External Trade Organization (JETRO), and business communities, including the Japan Chamber of Commerce and Industry (JCCI), have released an interim report on the ASEAN-Japan Economic Co-Creation Vision (hereinafter referred to as the "Vision").

As a related topic, the ASEAN-Japan Business Week 2023 started on June 5, 2023, today. This event will introduce the latest state of business in ASEAN economies, potential for future business, specific case examples of leading companies advancing pioneering efforts, and other information, which will be explained in line with the details upheld in the Vision. It will also present discussions on a wide variety of subjects by experts in various fields from ASEAN Member States and Japan.

1. Overview

Commemorating the 50th year of ASEAN-Japan friendship and cooperation in 2023, METI, JETRO and business communities, including the JCCI, have established a study group to hold discussions for developing the Vision to show the future direction for economic co-creation in a new ASEAN-Japan era with a view to the future of ASEAN and Japan.

Following the release on January 6, 2023, of the Interim Note, which is a working draft for developing the Vision, METI and these organizations have continued to hold interviews with a variety of representatives of companies and experts who play leading roles in ASEAN Member States and Japan. In parallel with this, they also considered the results of related events and surveys conducted by business communities and other entities in ASEAN Member States. Based on these outcomes and in light of the discussion results of the review committee, METI and the organizations have compiled and released an Interim Report on the Vision.

Based on results of dialogues during the ASEAN-Japan Business Week 2023 and of the events and surveys conducted by business communities and other entities in ASEAN economies, the study group will hold discussions to develop the Vision. It will then be reported at the ASEAN Economic Ministers’ (AEM)-METI Consultations scheduled to be held in August 2023. Moreover, during the AEM-METI Consultations a new action plan targeting the governments of ASEAN Member States and Japan is scheduled to be developed based on the Vision as well. With these efforts in mind, METI and the organizations concerned will strive to carry out the details and initiatives stated in the Vision through concerted approaches involving the public and private sectors in ASEAN Member States and Japan.

2. Outline of the Interim Report of the ASEAN-Japan Economic Co-Creation Vision

(1) Introduction - Redefining the ASEAN-Japan economic relationship in commemoration of the 50th year of Friendship and Cooperation between ASEAN and Japan

(2) Recognition of the current situation - Reflecting on the changes in the relationship between ASEAN and Japan and understanding our current position

(3) Vision for a New ASEAN-Japan Economic Relationship

(4) Four pillars of action to realize the Vision

(5) Conclusion - Next steps towards realizing the ASEAN-Japan Economic Co-Creation Vision

Examples of specific measures in the four pillars of action for realizing the Vision:

- Key statement of the Vision:

"Realize a secure, prosperous and free economy and society through fair and mutually beneficial economic cocreation, based on the trust established over the past 50 years."

- Four pillars of action for economic co-creation:

[i] Achieving sustainability which balances diversity and inclusiveness
[ii] Promoting cross-border open innovation
[iii] Strengthening cyber-physical connectivity
[iv] Building an ecosystem for co-creating vibrant human capital
