Fellows
Sophie Witte is a Non-Resident Fellow at the Institute for Security Policy at Kiel University (ISPK), focusing on maritime security and strategy, critical infrastructures and hybrid threats, as well as emerging technologies in warfare, and defense cooperation within EU and NATO. Additionally, she serves as Commissioner for Strategic Resilience and Crisis Preparedness in Healthcare at the University Clinic Ulm. In this role, she is analyzing strategic weaknesses of hospital resilience, drafting and implementing a whole-of-organization concept for crisis preparedness, and conducting research on existing resilience strategies for the healthcare sector at the regional, national, and international level. Furthermore, she is liasing with relevant institutions, including ministries at the state and federal level, the German military, and civil society organizations.
Justin Burke was the 2022 Michael and Deborah Thawley Scholar in International Security at CSIS and the Lowy Institute in Sydney, Australia. He is also a non-resident fellow at the Center for Maritime Strategy and Security at the Institute for Security Policy at Kiel University, Germany.
Justin is currently completing a PhD at Macquarie University in Sydney, where he also teaches. His research interests include the uses of submarines in naval diplomacy, the AUKUS pact, and defence and security policy more generally. In addition to authoring research for the Royal Australian Navy’s Sea Power Centre and other scholarly publications, his writings on defence and security regularly appear in print and online in Australia and internationally.
Previously he was a journalist with The Australian newspaper and the Yomiuri Shimbun of Japan.

Institute for Security Policy
The Institute for Security Policy at Kiel University (ISPK) provides research, analysis and commentary on conflicts and strategic issues. ISPK is committed to furthering the security policy discourse in Germany and abroad by way of focused, interdisciplinary, policy-oriented research. Moreover, the Institute is involved in the promotion of talented, young academics. Complementing research, publications and teaching, members of the Institute advise decision-makers in government, academia, media and business. ISPK’s main research foci lie in German and European foreign and security policy, international security architecture, nonproliferation of nuclear weapons and disarmament, stabilisation of fragile states, maritime security, and asymmetric challenges such as transnational terrorism.
Center for Maritime Strategy & Security (CMSS)
The Center for Maritime Strategy & Security (CMSS) is one of Europe’s leading providers of topical knowledge on global maritime security issues. With the Kiel Seapower Series we have established a forum that brings together international thought leaders to discuss the most pressing security challenges the maritime community faces today. The CMSS serves as a nexus for the maritime academic community and aims to support and encourage young scholars to offer new insights, fresh ideas, and novel approaches on how to tackle the maritime questions of tomorrow. We are regular contributors to the international naval press and recently published the Routledge Handbook of Naval Strategy and Security.
