The government of Cambodia is pursuing the Decentralization and De-concentration reform program to promote good governance through the reform of public administration. Japan, through JICA, has been extending support to develop multiple training curricula, teaching materials, manuals and training of trainers for the personnel of local administration of Ministry of Interior and Sub-National Administration (SNAs). Meantime, the Ministry needs to clarify the policy of human resource development and establish a sustainable training system.

This project aims at strengthening Training Department of the General Department of Administration, so that they can develop medium-term training strategies and implementation plan, and also conduct training courses, and training of trainers. In such ways, Japan contributes to enhance the capacity on training management for strengthening SNAs.
