Meet with Ollivander
Head to Ollivander's in Hogsmeade and speak with Gerbold to ask him to create the Keepers Wand. He does so in a brief cutscene, and as you leave with the wand, Victor Rookwood will confront you in the street outside. He proposes an alliance to ensure the Goblin's don't succeed, but you refuse his request. Before you can do anything else, one of Rookwood's lackeys grabs you and Apparates away.
Battle Victor Rookwood
In the arena you are teleported to, you will face a wave of enemies consisting of various Ashwinder and Poacher enemies. Keep moving, make effective use of Protego/Stupefy, and eliminate them all. Upon doing so, Rookwood will appear and will trigger a Wand Battle, where you'll need to quickly and repeatedly hit the button prompt on screen to cause your magic beam to overpower his.
He will quickly disappear once more, with more Ashwinder and Poacher enemies arriving, though in this second phase Rookwood will also be on the field. The shield charm Rookwood has is not related to any particular Spell type, so the only ways to break it are: Ancient Magic, Ancient Magic Throws, or the Protego/Stupefy combo.
Once broken, deal as much damage to Rookwood as possible, then rinse and repeat until he is defeated, causing a second wand beam battle, with another button prompt you'll have to mash, before wiping him from the face of the earth.
With Rookwood gone, and the Keepers' Wand safe, you must return to the Map Chamber and speak to Professor Fig of your success.
