Usage: geturl <host> <path> [<port> [<header>]]
Example: geturl some.domain /some/dir/file.html 80
will get: http://some.domain:80/some/dir/file.html

- Would it be better to have a util directory sibling to bin, or RenameBinToCgiBin?
- It would be consistent with other tools if this took the syntax:
http://some.domain:80/some/dir/file.html instead of needing the host, port and location on the site separately.
