A heads-up that some folks might consider this "not an answer." I personally think it's (perhaps borderline) okay since it appears to me to be a well-researched "negative" answer.

Moving the solution-part to an answer

As far as I can tell, this doesn't answer the question that was asked. The OP is clearly aware of the /O:D flag, but the question is why it isn't working when they couple it with the /S flag (which is required for their use-case).

Keep in mind that this question was specifically about PostgreSQL, and answers should stay on-topic. If you'd like (and if there's not a duplicate answer already), you can create a new question regarding how to do this in MariaDb and then self-answer it.

But even if it weren't for that, I still think your answer could use a lot of improvement and explanation. See other highly rated answers here on the site for examples of what makes a good answer. It's unclear to me how your suggestion is any different from the commandline in the question itself.
