Make sure either you have *not* GCC_EXEC_PREFIX defined or if you do
define it, define it correctly. Please include at least the following

 $ gcc -v

> INCLUDE=c:\cygnus\b20\H-i586-cygwin32\include;c:\cygnus\b20\H-i586-cygwin32\include\mingw32

This has no effect, since it's not a variable GCC looks at.
