b20, egcs-2.91.57 problems

Hi,
I have just installed b20 full and see that gcc
can not find any include files. Settings variable
as
SET
INCLUDE=c:\cygnus\b20\H-i586-cygwin32\include;c:\cygnus\b20\H-i586-cygwin32\include\mingw32
does not make any difference.
