Thanks for your answer.
I don't have any problems with other packages. It's just basemap. I 
tried a fresh virtualenv with just numpy, scipy, and matplotlib 
installed. But the installation of basemap fails.
I also tried with mpl 1.3.1. Same problem.
It may be specific to Ubuntu 14.04. I'll talk to my colleagues who use 
other OS's.
