In case anyone is interested, it looks like the new config package is working with traits 3. This morning I uninstalled my enthought-2.whatever packages and installed etsconfig-2.1 and traits-3 from enthought's svn trunk (using the usual python setup.py install, not easy_install). backend_driver.py ran without errors.
