Revert Ceph RBD to Hammer-release default features
Xenial currently ships with Ceph 10.2.2 which has a known issue that can result in updated images failing to be refreshed when the cluster is overloaded and drops update notifications [1]. This is most likely the cause for recent Ceph gate failures [2]. Disabling the new Jewel+ default image feature of exclusive-lock (revert to Hammer default behavior) should be a workaround for this issue.
