Explicitly install `ceph-mds` package

Code Issues Proposed changes

When Manila is to be configured with CephFS backend, explicitly
install `ceph-mds` package. The newer versions of Ceph packages,
do not have the dependency between `ceph` and `ceph-mds` packages.
