That's the Wikimedia vision, but unfortunately we are very far from that goal. Our nine content projects do not satisfy that vision at the moment. Each project has strict criteria for meriting inclusion within that project. This is completely necessary for the projects to function, but unfortunately this has the consequence of having a large amount of knowledge that does not belong in any existing project.
Therefore, I propose a new project be started simply with the goal of temporarily housing any knowledge that does not belong on any existing project, until a better place is found. During this time, the pieces of knowledge may be improved upon, expanded, categorized, sorted with similar pieces of knowledge, and otherwise prepared for its eventual move to an existing project, a new subproject of an existing project, or an entirely new Wikimedia project. Simply put, this project would be a temporary base for content that can't go anywhere else yet, to "fill the holes" so to speak. It would be a workshop, an incubator, a collection of small, unusable pieces which have yet to become usable, a project for expanding existing projects and starting new ones, a storage unit for content that for whatever reason can't go anywhere yet.
Project scope
[edit ]This project would only hold content that could eventually be put on a Wikimedia project at some point. This would not be a dumping ground for every unverified bit of junk that got deleted from some project, or otherwise useless or unverifiable information. The project would undoubtedly encounter some useless content which would need to be deleted. Besides for regular content, this project could also hold any other pages necessary for the eventual export of the content, including proposed policy pages, main pages, and templates that would be used in resulting projects or subprojects. Content would inevitably be divided into separate namespaces and categories which would then develop their own inclusion processes.

[edit ]The originally proposed project name "Wikimedia spare parts" is simply a placeholder at the moment, and is not intended to be the actual resulting name of the project unless nothing better is thought up. As the details of this project will most likely end up not very widely known, and general knowledge of the project by Wikimedians will be rather important, a name that clearly reflects the purpose of the project is vital. Anyone may propose alternative names below.
