ReasonWikipedia has info on the language, Wikibooks can have books to teach it, and Wiktionary is a dictonary.

Wikilingo is a proposed Wikimedia project dedicated to teaching and learning languages.

Pages would primarily be in the form of lessons, glossaries and materials. These can be ordered and set in hierarchies. For instance, the first few lessons would be about basic pronunciation and grammar; later lessons could involve reading in the other language.

All languages that have a Wikipedia would be notable for Wikilingo.
