ESEAP Hub/Governance/Charter

Below of the latest version of ESEAP Hub Charter.

The ESEAP Community Connectors, or ECC, are a trusted group of ESEAP Wikimedians authorized to represent communities in Hub affairs and serve as the talent pool for the ESEAP Steering Committee.

• Community Connectors are established through a self-nomination process followed by a 14-day endorsement period. Candidates receiving more than 30 net "Support" endorsements from eligible ESEAP Wikimedians become Community Connectors.
• ECC members do not require re-election and have no term limit unless dismissed by process.

An ECC member may be dismissed for:

1. Non-participation in any Hub decision-making discussion for 90 days.
2. Attendance is counted only if the person is present in the meeting and meaningfully engages in discussion. This means that AI attendance is not a substitute.
3. Permanent ban by any project or the Foundation.
4. Successful endorsement of no confidence by due process.
5. The process of dismissal depends on the severity of a case. Assuming good faith at all ends, Hub Staff will send a reminder to attend meetings (in a month of non-attendance) and to work on their assigned responsibilities.
6. The Steering Committee determines termination after an unsuccessful reminder by a majority vote.

• Community Collection: Collect community requirements and needs for the Hub.
• Implementation Proposal: May form implementation proposals (with the involvement of at least one StC member) and request the StC to include them in their work.
• Participation & Mobilization: Actively participate in Hub affairs discussions and encourage community involvement in Hub decision-making.
• Micro-Authority: Rules may be established to grant Community Connectors certain micro funds and authorities to enable their work.
