I did about 4000 translation. This page has been told that I need to understand: [[mw:Help:Extension:Translate/Page translation example]] and [[Meta:Translate extension]]. I think these pages understand. I am one of active in many wiki. I marked the translation of other users. In addition, sysop in two wikis and editor in two wikis. Whereas this request has been opened for long enough, there's no community consensus at this moment for the promotion and the candidate has not demonstrated in my view the need for the tools I am closing this request as '''not promoted'''. Reviewing the user's contributions I see that the candidate's contributions focus on performing translations, but users can translate without this toolset. I am sure that the Meta-Wiki community, as I personally do, values and appreciates the translations done by {{u|Uğurkent}}, and I personally encourage the user to continue with that job which is really needed.
