As you can see at here, Outlookxp et al proposal (as 和平奮鬥救地球 also have said in here ) is about "Requesting a global block of multiple account of Liji6085 and Replymotor". Please see the sock puppet case at zh.wiki here.

Additionally, their local community had already identified some sock-puppets of zh:User:Replymotor and got blocked. And as far as they're concerned, the user has been blocked as a suspected sockpuppet of an earlier blocked user. But, even more strangely, Liji6085 is very active as being a sock puppet of Replymotor in other Wikipedias, especially often appears in Wikimedia Commons. Commons:Deletion_requests/Files_uploaded_by_Eric850130, this is an active record where they thinks that the impact of Liji6085's behavior on other people is a harassment.--Liji6085 (talk) 18:01, 26 July 2016 (UTC)

Fixer88 seems to report their sockpuppets here so that they could gain reputation and that stewards cannot notice their enwiki block (which failed in this case). If these users will be locked, Fixer88 should be locked too, due to enwiki CU information. Also, it is ambiguous that this user knows who are those sockpuppets, which even CUs don't know. No1lovesu is a long-term and an experienced editor on zhwiki, so globally locking them just because of edit warring is very controversial and nonsense. Globally blocking 36.234.22.14 is also controversial at this point, although I agree with No1lovesu that this IP user, based on their edits on enwiki, are adding sources that are not reliable (e.g links to other wikis). I have no idea why this guy keep following me and reverting my edits in every wiki projects, but one thing for sure is that he refuses to communicate with other user and all he have been doing is editing/tampering original research and even deleting reference for no reason. I opened an SPI case on English Wikipedia against Salemaldossry91 (talk · contribs), as he's an obvious sock of a date vandal over there. I included several diffs in the en.wiki SPI case. He has since spread to other wikis, including Wikidata, where I filed a report. After he was blocked there, I was told that I should request a lock here. His contribs also include ar.wiki, which I am unable to understand. However, given that he's an obvious sock of an en.wiki date vandal who has also been blocked for the same thing on wikidata, I can only assume that it's more of the same. Forgive me if I'm breaking some rule or another by following up with a non-steward comment here, but this is an obvious sock of Salemaldossry91, himself a sock of Aliabbashiraqi79, a cross-wiki date vandal who has recently taken up vandalizing Wikidata. I previously reported Salemaldossry91 here. The socks generally target the same articles repeatedly, sometimes with minor variations in the specific date vandalism. For example: sock #1, sock #2, sock #3, and now this sock on en:Saeed Al-Harbi. Also, sock #1, sock #2, sock #3, and now this sock on en:Haidar Abdul-Amir. The previous socks (but not this current account) have all been blocked on en.wiki by a check user at en:Wikipedia:Sockpuppet investigations/Aliabbashiraqi79. I could provide more diffs from Wikidata of similar date vandalism between accounts if this isn't enough. Also, sorry if this isn't the place to provide evidence of sock puppetry. Problems in eswiki, cawiki, metawiki and eswiktionary are surely a cross-wiki issue and this treat of abusing multiple accounts and abusing proxies next time is somewhat concerning. On the other hand, I'm not sure if he does this with malice or conciousness, or is consecuence of his age. Notwithstanding, it is not difficult to understand to cease communicating with people that told him crystal clear to stop. I asked him to stop several times, I blocked him for short periods twice here at Meta, and it seems he's not learnt anything. He's had opportunities after all. This is almost certainly a sock of cross-wiki sockmaster Rafa Figueiredo, who has an extensive history of socking on English Wikipedia (see en:Wikipedia:Sockpuppet investigations/Rafa Figueiredo) and Portuguese Wikipedia. His primary M.O. is making promotional edits about Canadian actress Elisha Cuthbert, mostly at en:Elisha Cuthbert and pt:Elisha Cuthbert, but also on other languages. Note that most Rafa socks are insistent on changing headers on articles about Elisha Cuthbert to more promotional wording: [2], [3], [4]. This is continued by NinjaPT (whose name, I might add, seems to be some kind of allusion to my own, which would be a strange coincidence for a new editor who is obsessed with Rafa's favorite articles): [5], which Google Translate translates as "international recognition" in Polish.
